[Enhancement]- Add Interstellar/Planetary Logistics to upgrades #105

Hello, Thanks for making this mod. If possible add the option to use Interstellar Logistics instead of Planetary Logistics on existing blueprints. It would be very helpful for the cases where you made bp using Planetary, and have unlocked Interstellar. I figure downgrading may be more problematic due to the building functionality being reduced, but upgrading would probably be simpler.
