User deactivated notice on Twake

There is a behavior mismatch between the console and Twake chat. When someone is deactivated, it is not clear on Twake that this user can not access anymore to the platform.

• [ ] we should see a tag showing that the user is deactivated when we open the user popup
• [ ] The direct discussion (1to1) is in read-only mode. We can’t chat anymore with this user. A message instead of the input is shown with the term “ You are viewing the archives of a deactivated account”.

Should "Send Message" button be hidden in the popup too? Currently nothing happens when user clicks on that button
