The list of (possibly) viable frameworks/libraries are:

Vue 3
Svelte
StencilJS
SolidJS
LitElement
Haunted + lit-html

The criteria for a good choice are:

[ ] Must have first-class support for building a web component
[ ] Must have support for TypeScript
[ ] Should be easily maintainable later on
[ ] Should be familiar with the developers
[ ] Should have a decent or growing community
[ ] Should be light-weight (a.k.a not producing a large bundle file)
[ ] Should allow building a web component without a Shadow DOM (to allow CSS customization from outside)
