Now that ReadACPins() is a thing, we can isolate all of the relay test / ground test changes for OpenEVSE II just to that method and prune away huge swaths of what amounts to code duplication.

Sorry, I didn't want to drag the whole commit chain in, and had to undo a couple of configs in open_evse.h, so I did a manual merge again. I know it'll mess up the sync of your branch... git is so rigid ... sorry.
