I live in Brazil and had the same problem. I found out that in 1.1.2 there is
an incomplete list of country
codes, the countries supported are mostly in North America, Western Europe and
several in Asia.
To correct this problem, install AppTapp Installer (if you have not already)
and select and install iWorld which
will allow you to select the country you are in and correct the problem. For
me it worked perfectly. However,
I discovered the AppTapp Installer did not install directly into a 1.1.2 phone
and an alternate, but easy, upload
method using iNdependence had to be used. If this is the case with you, advise
me and I will try and help you.

Hi Juan,
I tried to email you this information but the email bounced back as
undeliverable.
Here are the instructions
1.) Download AppTapp Installer v3.1 from http://iphone.nullriver.com/beta/ to
your desktop.
2.) While holding the "Control" key, click on AppTapp Installer and select
"Show Package Contents"
3.) Open "Contents/Resources" folder
4.) Drag the application "Installer" onto your desktop
5.) Use iNdependence v1.3.1 to upload the "Installer" application onto your
iPhone. If you don't have
iNdependence, you can download it at http://code.google.com/p/independence/
6.) Reboot your iPhone and the Installer icon should appear on the springboard
If, for some reason, you can’t download AppTapp v3.1 and/or locate the
Installer application within it, I can
email it to you but please verify your email address.
