Foundry is on 0.13.0 already, can we bump it?

0.13.0 depends on Scarb 2.4.0. I tried bumping it to 0.13.0 and the tests failed with:

error: no such command: `snforge-test-collector`
[ERROR] scarb snforge-test-collector did not succeed

I think we can bump Foundry and Scarb together with the migration to Cairo 0.2.4?

Oh man, we only have two or three tools and are already walking into this dependency hell 🤦 It at least gave me an idea for a blogpost.

Agreed on postponing the version bump.
