Modify update-ok.sh in preparation for 1.0.0.0 release #779

The upgrade-ok.sh script currently has designated 0.9.x.x to be format 
incompatible with 1.0.0.0:

$ /opt/hypertable/current/bin/upgrade-ok.sh 0.9.6.0 1.0.0.0
Incompatible upgrade b: 0.9.6.0 -> 1.0.0.0

We should modify this script if this upgrade is, indeed, compatible.  We should 
probably add a regression test to verify that this script works as expected.
