Prepare for releasing v0.8.3. #2365

A month has passed since v0.8 was released and it contained a significant issue with the mismatch of image crate that was fixed in #2352. Thus it is time for another minor release - v0.8.3.

This PR gets us ready for publishing:

Finalized the changelog.
Updated all the relevant links.
Bumped druid and druid-shell to 0.8.3.

Consider using today's date, if you are anticipating finishing the publication today.

I didn't anticipate such a fast review cycle, but yes I updated the date and will move forward with it today.
