Build browser wallet frontend #1613

As a frontend to https://github.com/linera-io/linera-protocol/issues/1612, we should have a frontend to the wallet in the browser extension. This will be as minimal as possible, mostly allowing the user to inspect their balances and as a landing point for applications to make requests of the user. Application frontends will be standard Web applications that interact with the wallet via the API built in https://github.com/linera-io/linera-protocol/issues/1611.
