What steps will reproduce the problem?
1) The SIM900 GSM module will not start.

Solution:
Configure GSM_ON an GSM_RESET as output.

pinMode(GSM_ON, OUTPUT);        // set GSM_ON pin as output   
pinMode(GSM_RESET, OUTPUT);     // set GSM_RESET pin as output
