Allow translating "personal config update" #13

This string appears in the Recent change when an user modify his/her language settings. I am clearly not a Javascript expert so it is possible that this patch does not work at all.

This string is not meant to be shown to the user. It's the edit summary, and it should be kept in English: https://lingualibre.org/index.php?title=User:Poslovitch/RecordWizard.json&action=history.

Woohh, indeed, it was probably too late when I did that. This is a comment, so the language does not matter.
