Password Retrieval mechanism (and others) #10

It needs a mechanism for people to request a password reset.

It also needs a mechanism for admins to manually reset passwords, usernames, email accounts, etc.; both to correct mistaken information and in for events where the person no longer has access to the email account they used when they registered (and other unforeseen situations where this becomes the only way to rescue an account).

It can and must be done. I think it can wait a little bit. Marked was feature.
