Update to 2012 timezones #5

Could you update gae-pytz to include the 2012 timezones? Or would this be easy 
to do? In that case, I maybe could do it myself.

Attached is a first attempt at a patch to update to a newer  version.  I don't 
know what is wrong at the moment, but I'm done looking for the day.
