Global and Non-Global bans/admins

What is the issue/What are you trying to do?
If running MySQL, I would like a feature to only add an admin on the specific 
server, such as using the FEL ranks setup thing.  Same with bans, I only want 
to ban some people from 1 server, not them all.

Examples:
!gban [name] [time] [reason] - Adds the ban to MySQL
!ban [name] [time] [reason] - Adds the ban locally to that server
!grank [name] [rank] - Adds the admin to MySQL
!rank [name] [rank] - Adds the admin locally to that server
