Guys is MySQL database required for a live rank modification or whatever?

No it isn't.  The rank editing works with SQLite as well.

does it work without any DB? i mean if i buy a server and i install it in, will 
i have live modification of the ranks and settings without any SQL? (sorry for 
the noob question).

FEL supports both SQLite and MySQL, which are the two only options possible.

MySQL is a database normally hosted off site, and allows for servers to share 
information.
SQLite is provided with garrys mod, and allows storage on the server.  The 
ranks + settings work regardless of which one you  choose.
