To try to capture the use case as described, from faulty memory well after the fact:

• There are often named "funds" established to pay for various activities. These can then be part of the rationale for a sale (to populate the fund with assets) or a purchase (to use the assets for the purpose of the fund).

So there might be more than just a monetary amount, there's a reason, and relationship to activities, and so forth.

Useful would be a publicly documented specific example that we could walk through.
