Cultural Sensitivity fields #355

We should have the ability to indicate an object has special sensitivities around it, as per local contexts - https://localcontexts.org/tk/cs/1.0

Discussion on 2020-07-01 call:

Statement (already covered -- need type of statement) and controlled vocabulary flag. Flag would be some E55 Type. Relationship to the flag? P2_has_type is not right, but maybe Name Use? (Phase?) Attribute Assignment?

Discussion on 2020-10-07:

Use an attributeAssignment on basically any model, that assigns a Type to the entity. The Type can then have a meta-classification of "cultural sensitivity type" to avoid locking in to a pre-determined set of flags. Attribute Assignment can then record the assigner, and timespan - as such flagging can be culturally subjective - as well as being part of a larger program of remediation.

AttributeAssignment also allows for (outside of the current API but within the model) external records or resources as culturally sensitive.

Pushing to 1.1 as it's a use of the model, rather than anything specific needed.

There are conceptual issues with the TK flags however ... are they licenses like creativecommons, rights statements like rightsstatements.org, just informational, or what?
