bod-vocabs and loc-vocabs do not have "s" #11

Another "s" issue. The URIs for the vocabulary terms from the Bodleian and the LoC do not have an "s". So instead of loc-vocabs it should be loc-vocab and instead of bod-vocabs it should be bod-vocab. I have fixed this in the datasets now, but the XSLT scripts need updating as well.

I have corrected this in the loc and bod vocabularies - please refresh local repositories and check original spreadsheets.
