Broken links in within some treatment steps #30

Some treatment steps appear in the XML and appear "orphaned" in the linked data due to a missing "consists_of" link in SUL treatment steps

missed an "@" in an "@type" conditional for new part additions. Fixed 3M mapping and reprocessed for new version of dataset, which will need to be further processed and uploaded to ResearchSpace
