I am still not 100% happy with the fact that the texts jumps directly into "concepts" without introducing the term "category" as it seems to be the one used in the UN documents. XKOS goes directly at :
A Statistical Classification Scheme (SCS) is a concept scheme which includes concepts associated codes (numeric string labels),
We could say :
A Statistical Classification contains categories
(and then use the term "categories" wherever appropriate in the introductory section). And then explain that categories are identified as skos:Concepts.
@FranckCo do you have an opinion ? should we leave it like this ?
