In the UML model, the domain of covers and sub-properties is ClassificationLevel

Decision taken during the teleconference on January 19, 2012 : the domain should be the union of classification (skos:ConceptScheme) and level (skosclass:ClassificationLevel). Ontology version 0.9.3 reflects this. I close the issue.
