Currently, the XKOS specification does not indicate (nor does SKOS) what type of resources can be used as objects of the annotation properties (skos:note and all its sub-properties).
But in statistical classifications, there is a well-defined business term for these: they are explanatory notes. Explanatory notes usually have properties like author, creation dates or versions, status, etc.
It would be beneficial to interoperability between implementations to use a common term for representing those explanatory notes.
