Add a caseLaw Annotation property #37

The actual classification of an item in one position or another of a statistical classification is often decided after a debate between experts. For example, when a new product appears, it is necessary to study its characteristics in respect to the design principles of the classification in order to determine where the product will be classified.

Those decisions and the reasoning behind them are recorded and attached to the relevant items of the classification in order to be referred to later on. They are called "case law" notes.

It is proposed to create a new XKOS annotation property named "caseLaw" dedicated to the storage of case law. This xkos:caseLaw would be a direct subProperty of skos:note.
