This PR sets up initial basic accessibility E2E tests (see https://playwright.dev/docs/accessibility-testing).
The tests are currently failing, but this gives us a starting point to work against and get the tests to pass by fixing the issues.
To see the reports:
npm ci
npm run test:e2e
