rebasing detext internal updates #3

Large diff migrating the updated internal version to master. This is the ongoing effort for rebasing detext with internal version. Once complete, following changes should be made on Github.

Thanks. Right I'm fixing the workflow to have the same flake8 setting as we have internally.
