Move off of Bintray / TravisCI to Maven Central / GitHub Actions. #26

Due to the Bintray sunset on May 1st, 2021, I've migrated the isolation-forest repository to a new CI setup.

Upgraded to Shipkit 3 and Gradle 6.8
Moved to GitHub Actions from Travis CI
Added the ability to publish to Maven Central directly (removed publishing to Bintray / JCenter as this is now retired)
