Make TransportPlugin compatible with server on version 395+ #137

Summary

The checkSpiVersion API from trino-plugin-toolkit asserts an exact match on the version number. Transport should be compatible with any server that has the dynamic function resolution SPI.
Added README for transportable-udfs-trino-plugin on required Trino version.
