Load from URL button does not load a file from a URL - it queries for the entered IRI in the SPARQL endpoint instead, which was not the intended functionality.
It is supposed to ease the situation of a user, who sees a catalog record published on the web - so that he does not have to download it and upload it via "Upload from file". Like here
