In the mode switcher, we also need to provide publisher IRI when in LKOD mode. This is then outputted in poskytovatel.

Should the publisher be loaded with the dataset import? By default after dataset import, the export type is set to export new for nkod.

Yes. It should be loaded, for the case someone switches to lkod mode.
