Duplicate dcat:downloadURL to dcat:accessURL for distributions with downloadable files #160

Right now, we only fill dcat:downloadURL in a distribution of the "downloadable file" type. For it to be DCAT compliant (i.e. mainly in LKODs), we need to also fill this URL in dcat:accessURL, tj. přístupové_url
