Catalog delete message is in fact dataset delete message #32

The contents of the message is wrong, it should match:

?catalog a dcat:Catalog ;
         adms:status status:Withdrawn .

The file name should be "nkod-odstranění-katalogu.jsonld.txt"

Now, it is just a copy of dataset delete.
