As Mentioned in the README.md this PR contains the summary and Problem statement (Step 1).

The rendered version is here RFC

I will be updating the PR with step 2 based on feedback from the community.

Also Do checkout linkerd/linkerd2#1726 as a POC for this RFC

The service profiles stuff, would definitely require a more thorough investigation around life-cycle, etc and how it would work, without having to do a lot of stuff specific for the add-on (which I think would be needed to do things like linkerd profile integration, etc )
