Update cert-manager to v1.0.4 to match ArgoCD #266

As discussed in Issue #265, there is an error when running argocd app sync linkerd-bootstrap this PR should resolve this issue by updating cert-manager to match the version used by ArgoCD.

No problem! I actually ran into a few things that gave me a bit of trouble. I can post a couple of other PR's in the next few days with those corrections for your review. (Namely breaking changes resulting from updated packages.)
