DC/OS service URL #7

Modify the linkerd-viz DC/OS Universe package to support a DC/OS service URL: http:///service/linkerd-viz/

Attempted to set the server/root_url in the grafana.ini to the DCOS_URL, but got:

{"message":"Invalid Basic Auth Header"}

addressed in https://github.com/mesosphere/universe/pull/916 via GF_AUTH_BASIC_ENABLED and GF_SERVER_ROOT_URL environment variables. going to leave those changes in the DC/OS universe package rather than here in linkerd-viz proper.
