Added hazl-orders-playground.json to grafana/dashboards, per @siggy.

Need this Grafana dashboard to deploy in the HAZL Playground automatically alongside the other Linkerd dashboards.

Checked contents of the JSON model I added. Looks good. Will test deployment when the JSON model is added.
