Document the future of mate #80

Mate is about to merged with kops dns controller into a Kubernetes Incubator project called "external dns". Document this so contributors are aware.

We should clearly state at the beginning of the README that the future External DNS project will live here in the Kubernetes Incubator: https://github.com/kubernetes-incubator/external-dns
