Moved `if` condition for `compile-sheets` such that the recipe stays even if the decision is "No" at setup #12

In the current state of things, if the user chooses "No" foruse_schemasheets , the compile-sheets recipe is blank. With this PR, the recipe still remains but won't be called when make setup is called thus giving the user the opportunity to use make compile-sheets in the future if needed.
