Bump linkml version #20

Mainly I wanted to get the latest version of linkml into the project template.

I also removed the poetry.lock from the template. I think that file should be generated by initial poetry install in the newly created project instead of copied into it. I looked around at various cookiecutters that use poetry and none of them seemed to include the poetry.lock file in the template.
