Show up/down throttle etc. in the header on each page; basically the bottom
line of the rtorrent console. AJAXify it from the start.

Max values are available, some of the current ones are missing (either no XMLRPC
method, or not found in the undocumented mess).

Updates each sec, updates stop when window goes out of focus.
