(Minor issue)Bad performance on some PDFs in Chrome PDF Viewer #208

What steps will reproduce the problem?
1. Open a rather heavy PDF like e.g. this one: 
https://events.linuxfoundation.org/sites/events/files/slides/2014-ABS-LLVMLinux.
pdf

What is the expected output? What do you see instead?
The user experience is not good at all overall, there are significant delays 
when scrolling through the PDf,zooming also experiences significant delays(on a 
fast computer).

What version of the product are you using? On what operating system?
Chrome 45.0/Windows 7

I forgot to mention this is very apperent when scrolling fast through the 
document,the best noticable when scrolling from top to bottom(doesn't show the 
pages in between, looks like a mere jump to the bottom).
