[Regression] Some PDFs rendering with blank pages #214

I'm awaiting permission to make the PDF in question public, but have permission 
to share with Foxit. Please contact me for the PDFs.

Caused by: https://codereview.chromium.org/1219133005 but unlike some other 
regressions caused by that change, not fixed by 
https://codereview.chromium.org/1307353005/.

issue. Ignore https://code.google.com/p/chromium/issues/detail?id=543304, 
that's probably me being a trouble maker.

Bug 213 also may be related.
