Clean up and document jobscripts for running CLM PPE simulations.

[ ] Pull out all settings of directories, project code, etc. from mods, template, and put in config file.

ppe_tools utils needs nl_default from old utils for OAAT generate_paramfiles script

Generate_paramfiles needs an extra simple option that is generic and easily adaptable for other applications. E.g., input : csv of parameters, settings (not normalized), location, + a default parameter file.
