Complete Captions flow #98

We currently have parsing result as a file.

We need to:

Set file name and location.
Make sure the captions are streamed with Wowza.
Check where's the best location to save the captions data (not sure we want to maintain a directory with all these files) or Kalutra.
Attach captions to specific frames / times.
Have the UI consume this API (Display current frame edges from Captions)

Still need time to work on adding tests! Plus it may need some changes to be able to build captions for multiple videos, or maybe wowza will stream it from 2 files.

@liran100 FYI: Also need to check & deiced when captions service is going to run, and where it will be activated.
