Document how to file bug reports #42

Hi,

As far as I've seen only the book repository allows for issues to be created; And the lino-based bug tracker is read only.

The documentation talks about pull requests, but... Where, or How does one file a bug report?

(ie: I have one to file about social-auth which I think belongs to the lino repository)

Thanks for the comment! I now enabled issues for the lino repository. Let's see how it works.

Actually my idea when i disabled issues for the lino (core) repo was that all issues should be reported to the book project because that's is where the framework as a whole is being documented. I just forgot to mention this in the readme files.
