Publish astral on JSR #58

I would like to see it published in the JSR for the same reason as https://github.com/denoland/deno_emit/issues/169

There is a bug in the JSR that is preventing Astral from being published right now. It's already set up to publish, I'm just waiting on that bug to be fixed. I'll try again right now and post an update.

Did some work to push this forward. All dependencies have been moved into the deno.jsonc, and they've all been moved to the jsr itself. Now we're just waiting on the bug fix and astral should be good to go.

Basically just blocked on https://github.com/jsr-io/jsr/issues/409.
