We need a single source of random from in PSL, org.linqs.psl.util.Random probably. This is probably dependent on global config #118 (for setting the seed).

Complete in 15a1a99e7cc903e82b3ca9147d8d5d81efd9348d, org.linqs.psl.util.RandUtils.
