Conditionally load CSS #14

I pulled this library hoping to use this library for JS, but I am making modifications to bootstrap's settings, so I can't use it for CSS. This will allow people like me to opt out of importing CSS :)

this makes sense, but id almost prefer to see the two broken out instead of all at once.
