Upgrade to Lucene 4 #9

Upgrade to Lucene 4, which supports goodies such as BM25, LM, etc.

We have working Lucene4 implementation of LM, thanks to Miles' work. Currently, code has not been merged back to master, but is at branch prototype-lintool at commit 70a181dd3c382dc92abb48e5a89b3c1f524372f1.
