Contributing Guidelines for Warcbase #220

@ruebot and I thought it would be useful to have contributing guidelines for warcbase. I've added them as CONTRIBUTING.md.

Thoughts?

  1. Should we have guidelines?
  2. If so, are they clear enough?
  3. And should we include licensing information (i.e. open)?
