Ci enablement

This is to enable packit CI and define a tmt plan to actually run the tests.

Note this PR is based on https://github.com/linux-application-whitelisting/fapolicyd/pull/242.

Also packit itself needs to be enabled in this repo to make it work fully.

• fc37 build failure is expected
• failures on centos are expected as the kernel and audit updates are not yet there
